While some U.S. states do not require the Commission on Graduates of Foreign Nursing Schools (CGFNS) exam prior to the National Council Licensure Examination (NCLEX), others do. What is the CGFNS exam?

The CGFNS Qualifying Exam® is part of the CGFNS certification programme and is required by some states before nurses take their NCLEX exam to obtain a nursing license. It’s a computer-based exam that consists of 165 multiple choice questions to ensure that nurses are ready to take the NCLEX.

All nurses who apply for licensure in the U.S. must pass the NCLEX exam, so it’s crucial that they’re prepared to take it by completing NCLEX practice questions and familiarising themselves with the exam format. What are other state requirements for licensure?

Even though most states don’t require nurses to take the CGFNS exam, they still have other requirements that nurses must meet. Some of the most common steps that nurses applying for state licensure need to take are:

  • Submit a Credential Evaluation Service (CES) complete education report (either issued by CGFNS or another approved service provider)
  • Pass an English proficiency exam (unless educated in English)
  • Pass the NCLEX exam

CGFNS Credential Evaluation Service (CES)

The CGFNS CES report proves international nurses’ educational background is to the same standard as U.S. nursing qualifications. Most states require nurses to obtain their CES through CGFNS, however, there are other evaluation services available that some states accept.

In this report, CGFNS verifies and confirms the authenticity of all licences, registrations and diplomas acquired by the nurse. Additionally, it provides an evaluation of the nurse’s education, comparing it to U.S. nursing standards.

NCLEX

The NCLEX is a standardised exam that nurses must pass to obtain a nursing licence in the United States. It’s designed to test the knowledge, skills and abilities essential for safe and effective nursing practice.

The exam uses a computer-adaptive format adjusting the difficulty of questions based on the test-taker’s performance. All nurses must take their exam at an NCLEX testing centre run by Pearson Vue. Questions in the exam are designed to offer real-life scenarios through case studies or other question formats. Passing the NCLEX is a crucial step for international nurses who wish to practise in the US. Once successful, we recommend following our next steps after passing the NCLEX.

English language proficiency test

All nurses educated outside of the United States in a language other than English must prove they meet a minimum level of English language ability. Check with your chosen state board of nursing which language tests are accepted.

Common English language proficiency tests are:

  • International English Language Testing System (IELTS): Assesses listening, reading, writing, and speaking skills. Nurses usually take the Academic version of the IELTS.
  • Test of English as a Foreign Language (TOEFL): The TOEFL iBT (internet-based test) evaluates reading, listening, speaking and writing skills.
  • Pearson Test of English (PTE): Assesses non-native speakers’ abilities in speaking, writing, reading, and listening.
  • Test of English for International Communication (TOEIC): Measures the everyday English skills of non-native speakers working in an international environment.
